SIR – Last year, 68 per cent of a 42 per cent turnout voted against changing the electoral system for the House of Commons. Now David Cameron and Nick Clegg want to inflict an even worse electoral system (party lists) on the House of Lords, without deigning to consult the electorate at all. In what sense will this make Parliament more democratic?
